Meeting Minutes
June 19, 2004

June 19,2004 President, Arnold DeSandre at 10:04 A.M, called Hickory Hills Property Owner's Improvement Association Meeting to order.

Following the opening prayer by Arnold DeSandre, Roll Call was held. Karl Holz. Freddie Scaggs, Jane Mucci and Arnold DeSandre were Present. Board member Gary Averitt was absent.

1) Reports of Officers
a) Minutes of April 17, 2004 and May 1 S, 2004 board meetings and work Sessions of May 15,2004 and June 5, 2004 were approved unanimously, Jane Mucci moved and Karl Holz seconded the motion. Motion passed without dissent.

b) Treasurer Jane Mucci presented the Financial Reports. Balance Sheet dated May 31,2004 showing total assets in the amount of $28,927.94. The Profit and Loss statement dated January thru May 2004 reflected total income of $62,95 1.29 and total expenses in the amount of $65,865.04. A Bad Debt write off in the amount of$148.74 was documented leaving a negative operating loss year to date in the amount of $3,062.49. See attached documents for full details. Karl Holz moved for approval and Freddie Scaggs seconded that the reports be filed as presented. Motion passed without dissent.

2) Community Input
a) A discussion was held on the swimming pool passes and the committee procedures being used to monitor the pool usage. The chairman of the committee is Bev Keleminic and the co chair is Barbara Mortela. All of the passes have been mailed to the property owners who are current on their dues and eligible to use the pool. A schedule was asked for and will be passed out later showing the pool monitors and their times of duty.

b) A long discussion was held regarding the pros and cons of the Burn Pile and its location. The board is still undecided about the fate or the location and will have a decision at next month's meeting. Some property owners stated their objections due to health issues. A straw vote was held and a majority of the property owners in attendance were in favor of continuing to have a burn pile. Linda Pettus was particularly concerned about her health issues and stated so repeatedly. Barbara Mortela stated to the board that she was in favor of doing away with the bum pile due to the conflicts and the misuse of it by the community.

c) Arnold DeSandre reported that the board had received a letter from a property owner requesting our board and Callender Lake HOA jointly purchase a Defibrillator for use by the fire department. The cost could be an issue this year for Hickory Hills, but the board is taking the matter under advisement. La Verne Brown, a registered nurse agreed to research the matter and report back to the board. She stated a small portable easy to use model could be purchased for around $1,500.00. In addition, Arnold DeSandre reported that a roll off dumpster will be here June 30 or July I for the benefit of the community to clean up their yards. Small appliances and metal will be hauled off by HHPOIA if it is simply placed to one side of the dumpster. In addition, Donna Holz asked the community to check the bathhouse when they are in the vicinity to be sure the water is turned off as well as the lights. She found the shower running full blast with no one using it. We also have a problem with the toilet tissue being stolen and Arnold DeSandre is looking into buying eight (8) dual locked toilet tissue holders.

3) Committee Reports:
a) Layne DeSandre reported that Rose Payne and Gem Heck have volunteered to assist on the Architectural Control Committee.

b) Art Mucci reported the lake committee had sprayed the public areas only for lily pads and will be spraying again for various weeds and grasses. He informed the board that individual homeowners are responsible for their lakefronts up to 25 ft out from shore. He is happy to let property owners know what to buy and how to use the chemicals if they would like to call him. The next lake committee meeting will be in early August. Volunteers are needed.

c) Report on the maintenance ongoing given by Freddie Scaggs. The road cave-in on Cottonwood is being repaired, and mowing is ongoing. Routine maintenance is now being done on the swimming pool, bathhouses and the equipment. The equipment is forever braking down. Soon we will have to decide to purchase a new mower of some kind to replace tile deck mower.

d) Office: Arnold DeSandre reported that the quarterly dues Invoices have been mailed to all property owners and receipts are in ahead of schedule. The Newsletter and Pool Passes were included.

4) Unfinished Business:
a) Arnold DeSandre reported a small reduction has been ordered by the TECQ to Tecon Water Company. If not resolved the lawsuit is going forward as planned.

b) The main bathhouse is now completed and beautiful. Please check it out. It will be locked at night the same hours as the swimming pool. Signs are posted that any vandalism to the bathhouse or pool will cause both to be shut down and locked for an indeterminate period of time.

5) New Business
a) Bills to be approved for payment: Karl Holz moved to approve the listed accounts payable in the amount of $21,954.94 and Jane Mucci seconded. Motion passed without dissent See the office if you wish a detailed list.

b) Past Due accounts will not be discussed in board meeting again. This is the final time for this item on the agenda. The legal action is now in place and in progress. We have collected $5,000.00 in past due monies this month already so the remedy seems to be effective already.

6) Adjournment:
Before adjournment property owner Ken Malone asked to be recognized. He wished to express publicly his appreciation for the hard work and the effectiveness of this board with special kudos to president Arnold DeSandre. Mr. Malone also offered his support and help in anyway the board would need him.

Before final closing President Arnold DeSandre reported that the sheriff's Dept. has no authority over dogs running loose in our community. We would need to incorporate as a small city and have laws that they then could enforce. He also stated how difficult it is to nm Hickory Hills, which is like running a small city with a very restrictive and limited budget and no real authority to enforce the rules. He also informed the group present that the Van Zandt Co. Appraisal Office has increased three (3) fold the valuation of our David Poole Park and back bathhouse and that he has filed a protest on behalf of the Association.

They're being no further business Karl Holz moved and Freddie Scaggs seconded that the meeting be adjourned at 10:55 am. The next scheduled meeting will be on Saturday July 17th at 10:00 am.
