March
19, 2005 President, Arnold DeSandre at 10:00 A.M, called Hickory Hills Property Owner's Improvement Association
Board Of Director's Meeting to order.
Board
of Directors members Arnold DeSandre, Jane Mucci, Gary Averitt, Freddie Scaggs, and Karl Holz were present.
1. Following
the opening prayer by Arnold DeSandre and roll call of officers, approval of minutes for Board Meeting and Work
Session dated February 19th was called. Jane Mucci moved to approve the minutes
as written, seconded by Karl Holz. The motion passed without dissent.
2. Treasurer
Jane Mucci presented the financial reports and answered questions from the floor. Upon close of discussion, Karl
Holz moved to approve and Gary Averitt seconded. The motion passed without dissent.
3. Community Input
a) Arnold DeSandre reminded everyone proceeds from sale of
Community Logo T-Shirts is applied to street & stop signs.
b) The Sycamore St. property owned by the Association is for sale
through Rose Realty of Canton.
c) The Community-Wide Garage Sale on May 21, 2005 is coming
soon and resident participation is encouraged.
d) Pool passes were discussed next and Arnold DeSandre asked for
volunteers to monitor and coordinate daily assignments. Several conscientious volunteers to be successful must
support this.
e) Idea of an Internet web page for the Community was discussed.
Ed Deane offered to develop one at no cost to the community. Jane Mucci moved to approve and Karl Holz seconded.
The motion passed without dissent.
f) Board-Sponsored BBQ dinner on June 11, 2005 is on track
and everyone is encouraged to attend and help get others to attend. Proceeds will be used for street signs.
g) Arnold DeSandre attended a Van Zandt County Commissioner's meeting
and learned of Monarch Water Utilities requesting approval of a $20 million industrial bond for system improvements
in Van Zandt and several surrounding counties they serve. The Commissioners approved the request.
h) Discussion on report in Tyler paper about state law stipulating
“no outside burningâ€, but law has many exceptions for items such as landscape debris. Al Fisher
and Ronnie Brasseaux discussed issues they are currently having with their neighbors' burning used motor oil and
household debris.
i) Arnold DeSandre reported Callender Lake Community would
be having an indoor clubhouse garage sale the weekend of April 1 & 2, 2005. He encouraged everyone to attend
and show his or her support.
j) Arnold DeSandre reported Ms. Couch; a new community resident
at Hickory Hills has volunteered to help improve entrance gate appearance. Barbara Mortela said additional volunteers
are needed for community service projects. The surveyor help given recently by Ronnie Brasseaux was also commended.
k) Al Fisher noted the Board's current stipulation to deny Community
services to those with past due maintenance fees in excess of $200.00 discriminates against those with more than
one lot because they reach that limit much faster than someone with only one lot.
12. Committee Reports
a) Layne DeSandre reported two new homes moved in to the community
in February on Sycamore and North Lake drives. Donna Holz commended Layne and the Architectural Controls Committee
for their diligent and hard work upholding community standards.
b) Arthur Mucci with the Lake Committee said he has received reports
of professional fishermen planning on coming to Callender Lake to harvest all the bass fish while the water level
is lowered. After a prolonged discussion on the pros and cons of closing the lake to fishing and boating until
the level returns to normal, Karl Holz moved and Gary Averitt seconded to chain off the Hickory Hill side boat
dock and post a sign about no boating until the lake has been refilled. The Lake Committee will determine refilled
status and Callender Lake is closing their boat dock also.
c) Freddie Scaggs said a great deal of maintenance time has
been spent on repairing the gate. Latest repairs caused by purple Ford Ranger pickup truck pushing the gate open
will have charges pressed against the perpetrator as a felony offense due to the high cost to replace the main
control circuit board.
d) Office Committee report by Arnold DeSandre noted community property
for sale and that more will likely soon be coming available. Bob Lovegrove offered to help keep the community lot
on Sycamore St. cleaned up with other volunteers.
5. Unfinished Business
a) Arnold DeSandre presented received bids of $34K and $55K
for waterside dam repairs. After some discussion, Jane Mucci moved and Karl Holz seconded to approve the $55K amount
for galvanized steel pilings and panels to be installed, and to secure a bank loan to cover the costs of this plus
outflow repairs required by TCEQ and designed by Velvin & Weeks Engineering.
b) Arnold DeSandre reminded everyone the 45% lawyer's fee on all
monies collected in the current lawsuit proceeding is billed back to the people owing the money, as provided for
in our community covenants. He also said the lawsuit is going forward as quickly as due process allows.
3. New Business
a) Bills to be approved for payment were presented and discussed.
Freddie Scaggs moved and Gary Averitt seconded to approve. The motion passed without dissent.
b) The Nominating Committee is still looking for people to run for
the upcoming open board position
Jane Mucci moved and Karl Holz seconded to
adjourn the meeting at 12:17 P.M. The motion passed without dissent.
