October
16, 2004 President Arnold DeSandre called Hickory Hills Property Owner's Improvement Association Board Of Director's
Meeting to order at 10:00 A.M.
Board
of Directors members Arnold DeSandre, Jane Mucci, Gary Averitt, and Karl Holz were present. Member Freddie Skaggs
asked to be excused for this meeting.
1. Board
of Directors President Arnold DeSandre who also gave the invocation prayer called the meeting to order. Roll call
of officers present was then held.
2. Reports
of Officers:
2.a.
Secretary Karl Holz called for approval of September 18, 2004 meeting minutes. Gary Averitt moved and Jane Mucci
seconded to approve minutes as written. The motion passed without dissent.
2.b.
Jane Mucci presented the Financial Reports and noted roughly $16,000 in membership assessment fees has been received
for October 2004. Arnold DeSandre noted the community received roughly $1,200 in past due membership assessment
fees from a recent foreclosure sale. Karl Holz moved and Gary Averitt seconded to approve financial reports as
submitted. The motion passed without dissent.
3. Community
Input Items:
3.a.
Arnold DeSandre informed everyone present a new shipment of Hickory Hills T-Shirts has been received and is available
for purchase at the office during normal business hours.
3.b.
Arnold DeSandre said a piece of community-owned real estate on Sycamore St. is available for sale at the budget
price of $4,900.00, and asked all present to inform everyone they know.
3.c.
Arnold DeSandre said the person donating the (24) pool lounge chairs has consented to having their name published.
Mr. Ron Dinsmore blessed the community with these a few weeks ago.
3.d.
Arnold DeSandre presented an article on “Septic Systems Rules & Regulations” from the Van Zandt
County newspaper written by Ken Martin, our county regulatory compliance inspector. Ken will be running a series
of articles to alert readers on current regulatory requirements.
4. Community
Committee Reports:
4.a.
Architectural Control Committee (ACC) report by Layne DeSandre noted 27 letters on 36 abandoned vehicles in our
community have been sent, and 5 cars have been removed to date. Gary Averitt asked how long owners are given to
implement the ACC request to remove abandoned vehicles and Layne said 30 days. Arnold DeSandre said the ACC will
be meeting with Justice of the Peace Tracey Garner 10/21/2004 for clarification on community's legal rights in
these situations.
4.b.
Lake Committee report by Arthur Mucci said the fish fry was a resounding success with more than 275 people being
fed, and thanks to all who participated in making it so. He said each side of the Lake would net slightly more
than $1,700.00 for the event after overhead deductions. Further discussion ensued on the success of the silent
auction and how great an idea it turned out to be. Jane Mucci said Mike Pugh at Calendar Lake Store donated all
the fish and 22 bags of ice for this event. Arthur Mucci also said the Lake Committee will be announcing its next
Lake Management Meeting and that lily pads are starting to take over the boat launching area.
4.c.
Maintenance Committee report was presented by Arnold DeSandre for Freddie Skaggs. The tag-along mower deck unit
is down again and maintenance staffing is back to 1 person so mowing is proceeding slowly. He also noted new road
shoulder work has been done on Cottonwood Street in the corner between Malone & Eason residences.
4.d.
Office Committee report by Arnold DeSandre said the computer is beginning to show signs of age. It keeps locking
up the currently running operating system and must be rebooted. Ted Schroeder said he would take a look at the
local chassis fan statuses. Gerri Heck said she has removed a casing side to improve chassis ventilation and it
appears to help somewhat.
5. Unfinished
Business:
5.a.
Arnold DeSandre said the TVEC tree trimming crews have been pulled off to assist crews working storm-damaged areas
in Dallas, TX. Latest news has them back in our community the first or second week of November 2004. Comments were
received from those present about the fine job they're doing in trimming back trees from the power lines.
5.b.
Arnold DeSandre said representatives from both lake communities would be meeting with a state licensed and approved
Engineering firm in Athens, TX about our current lake issues with discharge flue improvements and vegetation infestations
clogging the lake. Those scheduled to meet and report back are Ron McDougal and C.A. Cockrell from Calendar Lake,
and Arthur Mucci and Arnold DeSandre from Hickory Hills.
6. New
Business:
6.a.
Bills to be approved for payment were presented by Arnold DeSandre. Gary Averitt asked if this will be the last
tractor payment and Arnold DeSandre said there would be one more. He then said the next purchase should be for
an articulating mower deck unit to be mounted on and powered by the big Ford tractor. This will be invaluable in
mowing difficult ditch and embankment areas along community roads.
6.b.
A proposal from a community resident to implement home trash pick up was discussed. The Board agreed not to take
any action on this, and advise the vendor their services will be subject to all community regulations. The Board
also said this vendor can distribute flyers advertising their services.
6.c.
Al Fisher presented his concerns with neighbor's dog and burning household trash in their ditch out front. Arnold
DeSandre suggested calling the local Human Society and/or the County Sheriff's office.
7. Adjourn

7.a.
At the conclusion of pending discussions, Arnold DeSandre said he would entertain a motion to adjourn the meeting.
Gary Averitt moved and Karl Holz seconded. The motion passed without dissent and the meeting adjourned at 10:45
