September 17, 2005
September 17, 2005 President, Arnold DeSandre at 10:00 A.M, called
Hickory Hills Property Owner’s Improvement Association Board Of Director’s
Meeting to order.
Board of Directors members Arnold DeSandre, Jane
Mucci, Gary Averitt, Freddie Scaggs, and Karl Holz were present.
1.
Karl Holz called following the opening prayer by Arnold DeSandre and
roll call of officers; approval of minutes for Board Meeting and Executive
Session dated August 20, 2005. The motion was seconded by Freddie Scaggs and
passed without dissent.
2.
Treasurer Jane Mucci presented the financial reports and noted further
details of the Community’s finances are available in the newsletter mailed out
with latest quarterly billings. Karl
Holz moved to approve financial reports as submitted. Gary Averitt seconded.
The motion passed without dissent.
3.
Community Input
a) Arnold
DeSandre said the Community property on Sycamore St. sold for $2000.00 and new
owners have already started clearing.
He also noted the lawsuit against those thumbing their noses at the
Board and community maintenance fees are proceeding and significant results are
coming next year.
b)
Betty
Miller said the Ladies’ Club has one table available to rent for the Pavilion
Garage Sale scheduled 9/24/2005.
c)
Arnold
DeSandre encouraged everyone to visit the Hickory Hills website designed by Ed
Deane and note the wonderful job he’s done portraying our Community in the best
possible way. The photos he took and posted are excellent.
d)
Arthur
Mucci reminded everyone the Lake Committee’s Annual Fish Fry is scheduled
October 1, 2005 and encouraged everyone to attend. The Lake Committee is also working on stocking the lake with fish
this spring.
e)
The
Edom Volunteer Fire Department is having a BBQ and auction today. Everyone is encouraged to attend and support
those helping protect our Community.
4.
Committee Reports
a) Ed
Deane asked Layne DeSandre about the new move-ins and Layne noted the
increasing number of renters impacting our community. She said the young couple
that purchased it has already cleared off the recently sold lot on Sycamore.
Projects America is now down to 11 lots at Hickory Hills and continues to sell
to out-of-state buyers. The Cortez place is yet another area of concern.
b)
Arthur
Mucci with the Lake Committee said they have acquired quite a bit of very fine
Cowboys and NASCAR memorabilia and other items for the silent auction at the
fish fry, and asked everyone to attend and participate in this fun fund raising
event.
c)
Freddie
Scaggs said the new commercial-grade mowing equipment has made a big difference
and ditch mowing in Section 4 has pretty much been completed. They will be
moving on to another long-neglected back section next. Fall roll-off dumpster
scheduled for weekend 9/28/2005. Helen Wagner asked about weed and tree
overgrowth in the ditch/culvert area behind her property at the corner of Elm
Drive and Dogwood Trail. Freddie Scaggs said maintenance personnel have dealt
with wasp stings and snakes while clearing these areas, but will see what can
be done. David Poole asked about the front sign lights. Freddie Scaggs said
these lights have been kicked out and repaired six times in recent history.
d)
Office
Committee reported by Arnold DeSandre noted 44 property transfer changes on 80
lots and 4 foreclosures on 8 lots so far this year.
5.
Unfinished Business
a)
Arnold
DeSandre and C.A. Cockrell of Callender Lake Community had a two-hour meeting
with Velvin & Weeks Engineering on latest list of dam problems from TCEQ.
Wayne Weeks quoted roughly $6,000.00 for engineering support to resolve this
list. Arnold DeSandre said they requested and received a six-month stay of
execution from TCEQ for our communities to complete called-for repairs.
b)
Arnold
DeSandre reviewed highlights from latest TCEQ repairs list and discussed new
areas of concern. TCEQ report notes what appears to be evidence of dam seepage
near the foot of the dam, but with all the natural springs in this area, it is
difficult to assess the water source.
c)
In
presenting next year’s budget, Arnold DeSandre said Hickory Hill’s ½ of dam
repair costs in 2006 would easily amount to more than $76,000.00. He opened the
floor for discussion at this point. David Poole said Hickory Hills maintenance
fees are simply too low for a community with this size and responsibility. Gary
Averitt noted his association membership fees in Dallas, TX are easily 4 times
more that those out here, and that association does not have dam repairs to
deal with. Jane Mucci moved and Freddie Scaggs seconded to increase Hickory
Hills Quarterly Maintenance Fees by 10% for the 2006 calendar year. The motion
passed without dissent
6.
New Business
a) $4,500.00
in bills to be approved for payment were presented and discussed by Arnold
DeSandre. Freddie Scaggs moved and Gary Averitt seconded to approve. The motion passed without dissent.
b) Next
Board meeting is October 15, 2005.
Karl Holz
moved and Gary Averitt seconded to adjourn the meeting at 10:55 A.M. The motion
passed without dissent.
